Network Management Policy

Heartland Fiber Inc. provides this Network Management Policy in accordance with the FCC’s requirements which seek that all Internet Service Providers (ISPs) disclose information about their network practices, performance characteristics, and commercial terms of its broadband internet service. This policy ensures that you have sufficient information about our network prior
to selecting any of our broadband services.

REQUIRED PUBLIC DISCLOSURES:

  1. Blocking
    Heartland Fiber does not engage in practices that block access to or discriminate against lawful content, applications, service, or non-harmful devices.
  2. Throttling
    Heartland Fiber does not throttle, degrade, or impair access to lawful internet traffic based on content, application, service, user, or use of a non-harmful device.
  3. Affiliated Prioritization
    Heartland Fiber does not favor some traffic over other traffic, including techniques such as traffic shaping, prioritization, or resource reservation, to benefit an affiliate.
  4. Paid Prioritization
    Heartland Fiber does not favor some traffic over other traffic in exchange for consideration, monetary or otherwise. Heartland Fiber does not plan to engage in paid prioritization practices to create “fast lanes”.
  5. Congestion Management
    Heartland Fiber monitors its network on a continuous basis to determine utilization. Upon high utilization/congestion Heartland Fiber may utilize additional traffic pathways to relieve congestion and ensure a positive customer experience.
  6. Application Specific Behavior
    Heartland Fiber does not engage in any application-specific behaviors on its network. Customers may use any lawful applications within its service.
  7. Device Attachment Rules
    Heartland Fiber provides the necessary ONU – Optical Network Unit (modem) handoff for each of its customers. For best results, Heartland Fiber recommends the rental of a Heartland Fiber owned router; however, customers may purchase a router of their choosing. Heartland Fiber requires that any “network switch” a customer may desire to implement into their own network must be plugged into any of the router “LAN” ports; the network switch must not be plugged directly into the ONU. Customers may attach any lawful device of their choosing behind a router, wired or wireless, provided that these devices do not affect the company’s network or clients.
  8. Security
    Under normal circumstances, Heartland Fiber does not block any protocols, content, or traffic. However, Heartland Fiber may block or limit traffic such as spam, viruses, malware, or DOS Attacks to protect its network integrity and the security of its customers.

PERFORMANCE CHARACTERISTICS

  1. Service Description
    Heartland Fiber’s internet service is provided via multiple, geographically diversified, fiber connections to upstream providers for reliability and mitigation of potential failures (underground facilities damage/equipment issues, etc.). All of Heartland Fiber’s FTTH (Fiber To The Home) infrastructure is underground and a 100% Fiber optic connection to the end users premises equipment. Heartland Fiber provisions its customer speeds to account for a 5% overhead (with
    the exception of speeds at 1Gbps or higher) so the end users published speeds match realized speeds. Under normal circumstances, customers should expect to receive the speed of the purchased package at the handoff point (ONU). Latency on Heartland Fiber’s network is typically less than 10ms. The actual or typical speed that a customer will experience while using the Heartland Fiber internet service depends upon a variety of conditions, many of which are beyond the company’s control, which includes but is not limited to (1) performance of
    a customer’s device or router; (2) Wi-Fi connection vs hardline (ethernet) connection; (3) congestion at the destination; (4) destination restrictions on the speed a visitor can download information from; (5) others. Latency varies based on several factors, most importantly the distance between a customer’s device and the ultimate destination the information is pulled from (as well as the variety of networks the data crosses in between). Thus, it is not possible to provide a single figure that defines the latency of the end user experience.
  2. Impact of Non-Broadband Internet Access Service Data Services
    At this time, Heartland Fiber does not offer any non-BIAS data services.
